Managing Director, Central and Eastern EuropeFrank Roseen joined GE in 2002 and he has been working in the position of Managing Director for GE Capital Real Estate operations in Central & Eastern Europe since 2008.

Prior to that Frank held the position of Managing Director – Asset Management for Asia Pacific based in Japan. Most recently he worked as CFO for GE Commercial Finance Real Estate Asia Pacific and GE Real Estate Nordic.

Before joining GE he was a Finance Director for Xerox Nordic.

Frank holds a MBA degree from Stockholm´s University.

Pierre Decla

Pierre Decla

CFOPierre became CFO for GE Real Estate Central &Eastern Europe in July 2011. He started his career at Ernst & Young Luxembourg, before joining GE 10 years ago. Since then he held different finance roles within GE Capital Europe & US and as a Corporate Audit Staff manager conducted global assignments within various industries. Most recently Pierre was the FP&A leader for the GE Real Estate Western Europe.

Head of Asset & Risk ManagementPavel has been a Regional Head of Asset Management since 2010 and he leads a team of asset managers in the Czech Republic, Poland, Slovakia, Bulgaria, Romania and Turkey.

Pavel is responsible for the maximization of NOI and the asset values as well as the strategic positioning of the portfolio and individual assets. Prior to joining GE Real Estate in 2010, Pavel worked as a CEE head of capital markets at CB Richard Ellis.

Allan Popper

Allan Popper

Chief Risk OfficerAllan became Chief Risk Officer for GE Real Estate Central & Eastern Europe in July 2011. He has over 20 years of commercial real estate experience in debt and equity working for banks, developers, fund managers and investors in asset management, risk and originations. He started his GE Capital Real Estate career in 1997, and has worked in various asset management and risk positions. Most recently he was a senior asset manager overseeing a commercial real estate equity portfolio valued in excess of $1BN.

Prior to this, Tomas worked as the Investment Manager for CEE region, being in charge of the closing process including due diligence coordination and deal negotiations; and Senior Asset Manager being responsible for both closing process and asset management of numerous GE Real Estate assets in the Czech Republic and Poland. Before joining GE in 2003, Tomas was part of the Restructuring Unit in CSOB bank.


Tomas holds a Master’s degree in International Trade from University of Economics in Prague.

Head of LegalMartin became a General Counsel of GE Capital Real Estate Central & Eastern Europe 2010, Martin is responsible for the legal affairs in the CEE region.

Before joining GE, Martin was a Vice President Leal Affairs EMEA for a Fortune 500 company and worked several years for a US based international law firm working in various countries in Europe. Martin is a graduate of the Ecole des Hautes Etudes Commerciales (Montreal) and the law Faculty of the University of Montreal.
